No there are not, It is against the ToS and anyone attempting sell such service are underhanded people looking to make some quick bucks.
because of their trade restrictions the only way to be powerlevel’d or gold farm’d is to give your password to some dude and hope he’ll honour his word…..But if he’s willing to break the rules of a game
to earn some money, what makes you think he’s not willing to lie to you and steal your information? gruplock

Its impossible to buy gold now as the trading limit has been imposed on the game and you can only trade a few thousand every 15minutes. Also here is a power leveling guide: Michael W

Since Jagex has enacted personal trade limits (with the release of the Grand Exchange), any site offering to get you stuff IS A SCAM IN ONE WAY OR ANOTHER!
Those sites can’t just give you the items or the gold you’re buying from them since the most anybody can give to another player is 10,000g (the maximum wealth transfer imbalance permitted).
If you give them your account information, not only that a violation of Runescape’s TOS & AUP on MULTIPLE OCCASIONS (Account Sharing, selling items for real cash, ect.)… you can practically say goodbye to your account & nearly everything that goes with it. While you can protect SOME of the items you have with a Bank PIN, that won’ t keep others out forever.
IT’S NOT WORTH THE RISK TO YOUR ACCOUNT AND YOUR WALLET TO BUY STUFF THAT THOSE SITES ARE TRYING TO SELL! TStodden

you cant buy items as the trade limit will probably never get abolished and the gold farmers steal the account afterwards anyway the only way to buy things is to buy a account of ebay but even then there is the chance it may get hijacked by the person you bought it off or be banned by the time you know its user/pass Ryan
